Mahmud II had no choice but to close the Dardanelles, lest the Russian Black Sea Fleet attack Constantinople. This was bound to provoke the Russians, who were still not technically at war. He also repudiated a convention made in 1826 by which Moldavia and Wallachia elected their own princes, who were then appointed by Constantinople. Russia declared war and moved into the Romanian principalities with 100,000 men, personally commanded by Nicholas I. By June 1828, they had crossed the Danube, and on September 29, they laid siege to Varna with the support of the Black Sea Fleet under Alexsey Greig. At Shumai, however, the 40,000-strong Ottoman garrison repelled an army suffering from disease and shortages, and by the winter, the invasion force had withdrawn back to Bessarabia, leaving a besieging force at Varna.
